Library Policies

Library Card

Franklin residents may obtain a library card with proof of address, such as a driver’s license, or utility bill and photo identification.

Card holders are responsible for the damage, loss or late fines of borrowed materials. A lost library card will cost $1.00 to replace.

Responsibility of Parents

The responsibility for library materials chosen by a child rests with the parents or guardians of the child and not with the library staff. It is also the responsibility of the parent or guardian to see that any overdue or replacement fees incurred by a child are paid. Children are given library cards with parental permission.

Loan Procedures

All audiobook and printed materials, except for reference, special collections, and “New,” will be loaned for a period of three (3) weeks. Renewals will be limited to one (1) time for most materials or at the discretion of the librarian. This applies to both the Children’s and YA/Teen and Adult sections. This will insure that materials will be available for circulation to all patrons.

The number of total items that a patron may check out on his/her own card at one time is limited to ten (10) from the Adult and ten (10) from the Children’s and Young Adults’ library. It may be increased at the discretion of the head librarian.

DVDs will be loaned for a period of two (2) weeks.

Current issues of magazines and newspapers are to be used in the Library. Other issues may be borrowed for two (2) weeks and are subject to the same borrowing policies as books.

Note to our patrons who request items from other libraries: Due to limitations of the CT State Library’s delivery service, all libraries will restrict patron-placed holds to 5 per patron.  In addition, new items from other libraries (typically purchased or published within the last 6 months) will not be shipped to libraries to fulfill patron holds.  If you see the message, “there is a problem with your library record,” you have probably reached your 5 item hold limit.  Please speak with a staff member at the library if you have questions or need assistance.

Overdue Fines

We are a fine-free library! However, a damaged or lost item will be replaced at actual cost. If an item is borrowed from another library (inter-library loan) and is lost/damaged, it is the responsibility of the patron to replace or pay for such item.

Lost Materials

Materials will be noted as lost if overdue more than 30 days and patrons are responsible for the full replacement cost of the item.

Closing Policy

In the event of inclement weather, the library will follow the Franklin School District schedule. If the schools are delayed or closed JCCL will also be delayed or closed. Saturday’s, please call after 9:30am to check if open. Programs will be rescheduled, check the website for dates and times or call when the library is open.
